I've also heardd that wardrobes and drawers never respawn, but I've never gotten to test this out so I'm not sure if its true or not.
I did place some items in a chest of drawers in valtheim tower once to test this, but I couldn't really avoid passing by the area regularly, which would prevent the area from respawning.
In Unofficial Patch, as a countermeasure against save bloat, when the cell resets, all objects are deleted in the cells. I have not successfully confirmed this on SE or not. I've seen the cell reset with objects I place remain. Other times, objects disappear. Given the chaos of the game, these items could have been launched somewhere else, or any number of things done to them.
